THIS IS AN IMMEDIATE POSTING
1) This position is a combination Contracting Specialist & Procurement Analyst to perform duties equal to the federal government classification GS-1102 Contracting Series. The person in this position will be an employee of Operations Services, Inc. (OSI), a contractor to the Department of the Interior National Park Service (NPS), and will report to the OSI Director of Logistics. The person will perform duties as a Contract Specialist and/or Procurement Analyst to support NPS contracting officers in pre-award and post-award administration of Construction contracts and Architect-Engineering Services contracts.
2) This position requires a person with the following attributes-
(a) Thorough knowledge of the Federal Acquisition Regulation (FAR);
(b) Thorough knowledge of FAR Part 36 and associated contract clauses;
(c) Ability to research and apply government regulations and agency policies to contracting situations;
(d) Can function remotely to complete work assignments within specified time frames with minimal supervision.
3) Duties will focus on performing and/supporting pre-award and post-award contracting tasks for design and construction projects at NPS sites nationwide and NPS internal contracting practices under the direction and approval of NPS Contracting Officers, as described below:
(a) Contracting Specialist:
Ø Conducts acquisition planning and market research.
Ø Prepares and issues solicitations, Requests for Proposals/Quotes and amendments.
Ø Participates in and assists the Contracting Officer in source selection activities, including technical evaluations and cost/price evaluations.
Ø Processes contract award documents for Contracting Officer signature.
Ø Performs post-award contract administration, including processing modifications, evaluating contractor proposals for price adjustments, contract files, contractor compliance with labor regulations.
Ø Prepares contract closeout and termination documents.
(b) Procurement Analyst:
Ø Organize Virtual Industry fairs with industry focusing on small business outreach.
Ø Create and update agency document templates in accordance with regulations and policies (market research reports; acquisition plans; source selections, etc.)
Ø Maintain SharePoint sites for documents, templates, training material, etc.
Ø Develop Standard Operating Procedures for the Chief of Contracting review and approval.
Ø Organize and track training on various procurement topics for Contracting Staff and CORs.
Requirements
1) Education (Minimum):
(a) Bachelor’s Degree; or
(b) 20 years experience in federal government contracting; or
(c) 24 college semester hours in Business subjects and Federal Acquisition Certification in Contracting (FAC-C – Professional) or Department of Defense DAWIA Certification in Contracting.
2) Experience (Absolute Minimum):
(a) 5 years in federal government contracting as an employee of a federal government agency or a military service member.
(b) 5 years in administration of federal Construction contracts under FAR Part 36 as an employee of a federal government agency or a military service member.
(c) 3 years in administration of federal Architect-Engineer Services contracting under FAR Part 36 as an employee of a federal government agency or a military service member.
(d) Ability to obtain HSPD12-PIV, ethical clearance, and any other clearances required by the government or the employer.
(d) Only experience in the following categories is acceptable for satisfying the Minimum Experience requirements:
(1) Experience as a Contracting Officer//Specialist//Administrator in GS-1102 Contracting Series or GS-1105 Purchasing Series, as former or current employee of a federal government agency;
(Experience in another GS Series is acceptable ONLY if the position required full-time administration of Construction contracts and Architect-Engineer contracts).
or
(2) Experience as a military Commissioned Officer, Warrant Officer, Non-Commissioned Officer, or Petty Officer in a Contracting Occupational Specialty (Army; Navy, Air Force; Marine Corps; Coast Guard, including Reserve and National Guard components) if you satisfy the Minimum Experience requirement for Construction contracts and Architect-Engineer contracts.
For example- Army Officer Functional Area 51 or Army NCO MOS 51C;
or
(3) Employee of a contractor performing contract administration services for a federal government agency ONLY if the position required full-time work equal to GS-1102 Contracting duties in administration of Construction contracts and Architect-Engineer contracts to augment the agency’s contracting staff.
(4) Combination of experience in categories (1), (2), and (3) above;
